Yes. PWAs require HTTPS for the service worker to register and for the install prompt to appear. localhost is exempt for development. Free options like Let's Encrypt, Cloudflare or Vercel/Netlify give you HTTPS for free.

No. All generation runs entirely in your browser using JavaScript. The manifest.json output is never uploaded. You can copy or download it locally and host it on your own site.
